El presente artículo de revisión construye un estado del arte sobre el papel de la enseñanza de la filosofía y su incidencia en la formación democrática de la educación formal para niños en Colombia. El mismo se interesa por rastrear investigaciones y referentes nacionales e internacionales que se preocupan por conocer la realidad en la que se encuentra la enseñanza de la filosofía y sus aportes a la educación para la democracia. Se ha podido identificar que la filosofía permite cumplir (...) el derecho fundamental que tiene toda persona a formarse para pensar libremente. Por otro lado, hay países que han desvinculado la filosofía de la formación, aunque hay otros que optan por mantenerla, porque reconocen sus beneficios en la constitución de sociedades democráticas. Para no repetir este panorama, se proponen cambios en las prácticas pedagógicas para su enseñanza y una mayor conexión con la realidad de los niños. En Colombia, la enseñanza de la filosofía ha quedado relegada al aprendizaje tradicional de conceptos, teorías, historia y lectoescritura. Frente a su incidencia en la formación democrática, existen prácticas pedagógicas que no permiten alcanzar los objetivos formativos que se pretenden desde la escuela. (shrink)

This article explores the social representation of Information Technology and Network Society from Barthes' semiology, using his ideas about myth creation and the connotation of ideological discourses through naturalization. Supplemented with some concepts from Peirce and Santaella, we try to identify and understand these mystification mechanisms and how they affect the creation of an information order; in this case, a digital order. We conclude that we are before an evangelizing discursive alignment based on mythical elements arisen from our aversion to (...) uncertainty, the energy-saving principle, and an engineering discourse guided by the urgency of profit and power. We highlight the presence of a reckless narrative that permanently repeats the urgent need for information technology and digitalization without considering side effects or costs. (shrink)

Ruben Berrios Queen’s University Belfast Anti-realism and Aesthetic Cognition Abstract At the core of the debate between scientific realism and anti-realism is the question of the relation between scientific theory and the world. The realist possesses a mimetic conception of the relation between theory and reality. For the realist, scientific theories represent reality. The anti-realist, in contrast, seeks to understand the relations between theory and world in non-mimetic terms. We will examine Cartwright’s simulacrum account of explanation in order to illuminate (...) the anti-realist position. Science consists of phenomenological and theoretical laws. The former are concerned with appearances, or those phenomena that can be directly observed; the latter involve the unobservable reality that is alleged to underlie appearances, and are capable only of indirect confirmation. Phenomenological laws are said to be descriptive, whilst theoretical laws are understood as explanatory. Cartwright is concerned with the theoretical. She claims that the standard realist account of the explanatory efficacy of theoretical laws is faulty. The explanatory power of theoretical laws consists in their ability to provide an explanation of physical phenomena. According to Cartwright, the realist claims that laws explain phenomena by providing an abstract description of them, in terms of their micro-structural features, that is alleged to be true. On this view, explanatory power is entirely dependent on descriptive adequacy. As phenomenological laws describe appearances, so theoretical laws describe the fundamental reality that governs appearances. Cartwright rejects the preceding view and in its place proposes a simulacrum account of explanation. According to Cartwright, the explanatory power of theoretical laws is related not to descriptive adequacy, but rather to the construction of adequate models. To explain a phenomenon is to construct a model which best or most adequately accommodates the phenomenon to a theory. The model will consist of various posited objects that serve to explain the phenomena in terms that are consistent with a set of theoretical laws. Cartwright claims that theoretical laws are true of, or describe, the objects of the model. The objects of the model, however, are not descriptive of reality. They are simulacra. They have, that is, the form or appearance of things, without possessing their substance or proper qualities. In light of the foregoing account we can summarise the distinction between scientific realism and anti-realism as follows. The realist claims that theoretical laws literally represent real objects. The anti-realist claims that laws represent objects of a model that are simulacra of reality. Anti-realism has an aesthetic dimension. The movement from realism to anti-realism is also the movement from the mimetic conception of the scientist as holding a mirror to nature to the constructionist view of the scientist as engaging with nature through invention. There is a lot of the artist in the anti-realist’s view of the scientist. This is true for Cartwright as well as, for example, Van Fraassen in his doctrine of constructive empiricism. It would appear, then, that the philosophy of science has absorbed some concepts that are ordinarily housed in aesthetics. And it has done so profitably. The aim of this paper is to reverse the direction of disciplinary influence. Can art, in relation to its status as a cognitive enterprise, be illuminated by scientific anti-realism? I will argue that it can. In an unexpected reference to the Nicomachean Ethics, Cartwright draws a suggestive parallel between theoretical laws and general moral principles, on the one hand, and physical phenomena and everyday moral conduct, on the other hand. If we add to this the claim that a central component of art’s value is cognitive, then we have the basic materials with which to flesh out a broadly anti-realist view of art. In the production of art, artists can construct models that mediate between everyday ethical phenomena and general ethical tendencies. These models reveal the ways in which there are implicit consistencies or inconsistencies, conflicts or congruences and so forth, between the phenomena and the tendencies. On this basis art can contribute to the reflective understanding of ethical life. This constitutes to a large degree art’s status as a cognitive enterprise. To apprehend art cognitively as artist or critic is to engage in aesthetic cognition. (shrink)

Ciertamente, en su época aún se excluía en toda Europa a las mujeres de la ciudadanía activa, privándolas de ser sujetos políticos y, con ello, sujetos éticos, de derecho, e incluso, históricos. Pero también es verdad que en ese momento está emergiendo un movimiento en defensa de la igualdad de género (querelle des femmes), en el que lamentablemente Kant no participa. En (...) el presente artículo, tras un preámbulo histórico en el que se confronta al Kant crítico con sus predecesores y coetáneos en lo tocante al tema de la igualdad de las mujeres, se defiende la tesis de que la verdadera moralidad no es pensable sin una idea de universalidad real o, lo que viene a ser lo mismo, de igualdad de género, porque solo a partir de ella es pensable la individualidad y la autonomía. Orthodox Kantian circles tend to excuse the philosopher's inconsistencies by saying that he was a "child of his time". It is true that in his time women throughout Europe were excluded from active citizenship, depriving them of the right to be political and, consequently, ethical and even historical subjects. But it is also true that in that same period a movement was emerging in defense of gender equality (querelle des femmes), in which Kant regrettably did not participate. After a historical introduction that contrasts the critical Kant with his predecessors and contemporaries regarding the issue of women's equality, the article goes on to defend the thesis that true morality is unthinkable without an idea of genuine universality, that is, without gender equality, since only on that basis can individuality and autonomy be thought. Nos círculos ortodoxos kantianos, as incoerências do mestre ao dizer que era um "filho de seu tempo" costumam ser desculpadas. Certamente, em sua época ainda se excluía em toda a Europa as mulheres da cidadania ativa e privava-as de serem sujeitos políticos e, com isso, sujeitos éticos, de direito, e inclusive, históricos. Mas também é verdade que, nesse momento, está emergindo um movimento em defesa da igualdade de gênero (querelle des femmes), do qual lamentavelmente Kant não participa. No presente artigo, após um preâmbulo histórico no qual se confronta o Kant crítico com seus predecessores e coetâneos no que tange ao tema da igualdade das mulheres, defende-se a tese de que a verdadeira moralidade não é pensável sem uma ideia de universidade real ou, o que vem a ser a mesma coisa, de igualdade de gênero, porque só a partir dela é pensável a individualidade e a autonomia. Luego de veinte años desde la recuperación de la democracia en Chile, el modelo transicional basado en el pensamiento concertacionista, ha demostrado carecer de flexibilidad y capacidad de adaptación a los nuevos contextos. La matriz de gobernabilidad establecida por éste modelo, bajo supuestos de verticalidad en las relaciones y estabilidad en la estructura institucional se ha visto confrontada por el surgimiento de nuevos actores con capacidad de veto social que exigen inclusión y participación en la toma de decisiones, lo que (...) determina la necesidad de consolidar un nuevo pacto de gobernabilidad. Los objetivos generales de este trabajo consisten en identificar factores de obsolescencia de la matriz de gobernabilidad en Chile entre 1990 y 2012 y, al mismo tiempo identificar las oportunidades para establecer un nuevo equilibrio en la interacción de los actores estratégicos. Para lo anterior se describirá, en primer lugar, las líneas básicas del debate sobre gobernabilidad, así como los aspectos centrales del modelo chileno de transición. Luego se caracterizará la conflictividad social en América Latina a la luz de los procesos políticos de nivel macro experimentados en las últimas décadas. En tercer lugar, se analizarán algunos factores que explican la creciente conflictividad social en Chile y la genética de la desviación política manifestada en nuevos actores y repertorios de protesta. Finalmente, se analizaran diferentes escenarios hipotéticos para reequilibrar la relación entre actores políticos institucionales y nuevos actores con capacidad de veto social. (shrink)

The U.S. government embraces the concepts of privatization and market competition, but the realm of contracting shows that it has not always been able to put its principles into practice. Although the contracting system is supposed to be open and competitive, in recent years the government has often awarded contracts with little or no competitive bidding, has chosen to award mostly cost-plus type contracts that force the government to assume more of the risk, and lacked efficiency in monitoring and overseeing (...) private contractors. While the number and value of contracts have increased, the workforce to oversee these contracts has been reduced, preventing the government from adequately enforcing compliance with the contractors, and the government has not made use of past performance evaluations in its contracting system. Private contractors that do business with the U.S. government are for the most part well-established firms with ample resources and inside contacts; many contracts are still being awarded on preferential treatment and to the larger and well-established contractors. This article addresses the issues related to the problem of classification of mental disorders in psychiatry in the context of the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders. First, some background information is provided on the history of the classification of mental disorders and the evolution that DSM has had over time is shown. Secondly, the delimitation of the normal and the pathological in psychiatry is investigated through Canguilhem's medical-philosophical thought. Thirdly, the biopolitical management of psychic (...) sufferings is reflected in the diagnostic criteria of the DSM-V and its increasing medicalization. Finally, an approach to the concepts of health and disease in Canguilhem is made as it incorporates existential and experiential variables absent in the DSM-V classifications and in the psychiatric diagnosis. Background Sharing of genomic data aims to make efficient use of limited resources, which may be particularly valuable in rare disease research. Adult research participants and parents of pediatric research participants have shown support for data sharing with protections, but little is known about adolescent attitudes on genomic privacy and data sharing.Methods In-depth interviews were conducted with 10 adolescents and 18 parents of children enrolled in a pediatric genomic research repository. Interview transcripts were analyzed for themes on attitudes toward genomic (...) privacy, restricted-access data sharing, and open-access data sharing. Findings in adolescent and parent participants were compared and contrasted.Results No adolescents endorsed privacy concerns for restricted-access data sharing. Both adolescents and parents saw value in data sharing for reaching the goals of research and discussed trust in institutions and researchers to protect their data and use it as intended. Adolescents were more likely than parents to accept open-access data sharing, including after risks were discussed.Conclusions In this exploratory study, adolescents and parents enrolled in a genomic research repository shared many attitudes about genomic data sharing, but adolescents were less concerned about privacy and more agreeable toward open-access data sharing. Future research is needed to investigate this hypothesis in expanded populations and settings, and to clarify whether adolescent attitudes change with age and experiences. (shrink)

This article aims to make a philosophical interpretation of the phenomenon of stress based on Heidegger’s thought. Firstly, I present a general review of the scientific concept of stress as well as the main theories about it. Secondly, the concept of stress in Heidegger’s thought is analyzed and I propose to understand it as a load or requests that are directed to the Dasein in its openness to the entities of the world. Finally, this shows that the approach to the (...) phenomenon of stress from Heidegger’s phenomenological-existential perspective allows us to overcome the causal and physiological explanations that do not consider stress as a fundamental way of being typical of human beings in so far as they are a Dasein.
